How do I repair the deteriated concrete around the toilet flange?
I removed the toilet in my 42 year-old house to replace the wax ring because the toilet was wobbly. I discovered the reason was because the concrete about half way around the cast iron drainpipe and flange had deteriated, leaving nothing to hold the screws. Also, I am having a problem removing the last half of the cast-iron flange.

Chisel our around the area to remove the pipe. Concrete actually strengthens over time so you need to identify the reason for deterioration. Solve that issue then you can replace the drain and patch the concrete.

I think it is time to call in a professional to finish up the job. Just my humble opinion.
