I have an old house, the water pressure goes up and down how can i fix

Yes, Your pipes are under sized and need to be updated. Talk with a licensed plumber. -

I don't think anything can be done because it is the water pressure to your home that is the problem. -

Liz is correct and this is a common problem, used as a source of humor in situation comedies. The only way to fix it is new pipes.
