There’s a piece that the flapper seals against. Could be that it is cracked or worn out.
Make sure there are a few chain links loose when the flapper is down. about three is good. Flush the toilet and make sure the handle isn't binding. Make sure the small hose on the fill valve is over the over flow tube. Make sure the water level in the tank is at least 1/2" to 3/4" below the overflow tube. Make sure the float is loose and not binding.
