That's a Moen brand most likely and you need to replace the cartridge. They cost about $18 and you need a tool made for the job and it is about the same price. Not hard to do at all.
The cartridge would need to be removed and greased.

It is likely the rubber seals in the cartridge that are causing you grief. You will need to turn the water off and disassemble the valve. Put silicone grease made for plumbing all over the rubber parts and reassemble.
Try spraying some WD40 on it. That may be all it needs.

How old is the handle?
WD40 should do the trick!
