How do I stop rain leaking in under the hinge side of my back door.

My back door is close to a roof valley. I have gutters, but sometimes rain comes down so fast that it just flows over the gutter and the barrier that sticks up. Then it falls on my brick steps and bounces and hits where the door meets the door frame. I added flashing to cover that opening, but last night I got more rain in. I have put a 5-gallon bucket on the step closest to the door and I had to empty it twice last night. The rain does not hit the door all the time. Sometimes my bucket is empty. So, it obviously depends on the direction of the rain. I have to stop this. Any ideas???
