Is your trim wood and were nails used to put it up. Can you explain a little more and possibly post a picture. -

Is it varnished rather than painted? Try deNatured alcohol and steel wool. or Formby's Re-finisher with steel wool. -

Are you referring to the paint? If so, I would remove the gummy areas with paint stripper or sanding. Make sure all stickiness is gone before any new paint is applied. Apply a good primer and then a semi gloss paint.
