They may not have been properly installed. For now, might want to think about these ideas. wait until spring to do a full on caulking...for now...shrink wrap the inside and outside should get a 3-4 mil thick plastic cover. the stuff comes on a roll. tape in place the best you can- gorilla tape comes to mind. come spring, when its warmer...take the storm windows off, give them a good cleaning and replace any worn out parts. then caulk any gaps cracks around the storm windows, window frames.Helpful Reply -
