there are commercially sold ladders that you can buy from a lot of different places and a lot of different styles, wal mart home depot lowes amazon, just type in fire escape ladders for homes, and I did notice some plans for diy, hope this helps xx
It depends on the purpose. If you have an existing building which is in compliance with the code then you should only need a building permit. This would only be an additional exit. If however you are constructing a new building and this is a primary exit it would have to be metal or concrete.
