Try two sided tape.
Would you consider adhering a piece of Velcro to the bottom of the rug so that it can grip onto the carpet and stay in place?
I'm having the same issue with runners. I have the (flat) rubber carpet pad that's supposed to help, but not much. I tried the mesh looking pads from Walmart which didn't help either on the carpet or wood floor.
I like the idea of the velcro... I hadn't thought of that, but it's a perfect solution! Thanks Hillela!
Is the Velcro the sticky back kind? If so will it damage my Hardwood floors?

I wouldn't use it on the gardwood, just the cafpet.
I've read that you can use clear silicon caulk, do zig-zags on both sides of a canvas piece, and once it dries put it under the rug on the hardwood and it stops the slippage. I haven't tried it yet, but I think I may.
I just rolled up an expensive 9 x 11 rug that I had on very short napped carpet due to rolling, bubbling, etc. I was thisclose to pounding a few finishing nails into the edges till my husband stopped me :)
They sell carpet adhesive to keep the rug in place.
