You would need to pull one of the risers off of the steps to see how much space there is... if there is not much... by the time you construct the "drawer" the space could all be gone.... consider going in from the side of the stair to use the space that way.... to see what I mean... check out HGTV.com and check some of the recent Property Brothers episodes... the one I am thinking of they worked on a Condo for a young single gal. -

Take off the face plates and use them as drawer fronts for the boxes you build to size to fit the area. Install drawer guides on the drawer and inside the steps to make them easy to use.
