I have been reading tips on painting upholstery fabric and rugs. Think maybe this carpet could be painted?
We have seen often in Europe a technique of using a metal curtain rod to secure the runner to each step at the place where the upper step meets the step below it. Most often these rods are permanently attached to the wall at each step junction, but you could use simple curtain spring rods (like these at Walmart: https://www.walmart.com/ip/Mainstays-Spring-Tension-Window-Curtain-Rod-28-48-Length-Brass/50015134) and spray paint them a color of your choice.
