Be sure to check local code too.
I'd give anything to have metal railings. I have wooden ones and they seem to go on forever. Have you considered painting them black. I think they would look great!
I would think that painting them so they stood out from the light colored wall would make a big difference. What are your accent colors?
in restoring this mid century house, I decided to stay with the original black iron rails. They really are nice and fit right with the look of the house. my tip is to look at the era/design of the house. Try spraying them black and see if that helps you like them better
I would paint it black and top the railing with some nice hard wood, it would defiantly be a feature . The best of luck guys
you could also consider cutting the scroll work off for a cleaner look
lol! One of my homes had the exact same stairwell and rail hee hee!
Personally, I love industrial, midcentury (would love to see the rest @Diana Thill). You could pretty easily remove most of the picks, only leaving key picks for the proposed horizontal barrier.
So, rather than the old-school vertical picks, I'd put in horizontal stainless steel cables using one of the guages and fastenings that you like here:

You could utilize the current railing as it's fastened to the wall and stairs already and is either to current building code OR grandfathered in. Also, consider cladding parts of the existing railing with wood.
If you decide to go this route, please please post pictures!
Sorry no, in Texas.
