add glue to the tiles, spray art glue, or contact cement, different sizes, (I would try and rough up ceramic 1st,) to give glue and tiles something to grab
You don't. The imperfections and grout lines will transfer to the vinyl tile. Need a smooth and stable surface to adhere. Ceramic tile needs to be removed.
Clean tiles with rubbing alcohol to make sure they're degreased. Be careful - ribning alcohol fumes can build up in an enclosed area.
