you can buy new ones at a hardware store like lowes ETC and sometimes you might see old laying around, like my neighbors I'm sick of looking at it

Home deliveries mostly, some salvage stores sell them.
Most big stores put their old pallets out near their dumpsters. If you see them, be sure to go inside and ask if you can have them. I've been told that most stores will give them to you free of charge.
I go around the back of mini malls and look for pallets leaning or near the dumpsters. Free for the taking.

Look around Industrial Estates or on side of roads etc. Builders Merchants too...
Most any new home development sites under construction will have them from home building supplies being brought into the area for the workers to install tile, roofing materials, etc. Check those newer areas in your area and when you see them, ask whoever is around if you can take them. Also, behind big box stores many items are delivered on pallets and can be taken or for a very minimal charge. You could find out from the workers when deliveries are usually made and check on those days or the next day.
