glue or nail small strips of trim and make it look like panel doors and paint them.

I always say I'll replace bi-fold doors with french doors, if I ever come accross them. I never feel like I can access the closet fully with bi-fold doors. However if you are looking to keep it cheap and keep the bi-fold doors, how about wall paper or patterned contact paper? You can always replace them in the future.
Cut fabric to fit the doors, soak in liquid starch and attach to the doors like wallpaper. Wipe off excess starch. This can easily peel off when you want to change the look.
Unless they are for a utility room, which I would just paint those, replace them one room at a time. I would also go with French door style and if only one then just replace with a door.
