How about plastic bags, wrap with masking tape, paint your stripes or could use ribbons for the strips. Cheap and a use for all those plastic store bags that you always have around the house.

2 long sleeves from used shirt. sew cuff end shut, stuff with fiber fill or plastic bags, sew top closed, flatten. cut felt shoes & attach to cuff end (sew or glue). bend flat section of top to fasten to whatever surface. i made mine & stapled to front of buschel basket

I would use pool noodles since they are still and will stand straight. You might still be able to find a few at the dollar store. They have thinner ones that work great and as easier to bend into place.

Fill the Socks. To start, tuck plastic bags inside socks. Put Leg Through Shoe. After the leg has been packed down and molded to your desired shape, slide it into the shoe. Slide the Legs Under Something. Put some semblance on the legs.

Hi Mary: You can stuff some socks with paper towels or just about any material, and put shoes, black if you have them, on the socks. Put sticks or rods into the socks to keep them sticking upright before stuffing them, and then poke the sticks into the dirt.
