Is this area safe to plant veggies in

The previous owner of our home had built a large shed in the yard. The base that he built the shed on was 3 railroad ties. Needless to say, the shed was in shambles.. we tore it down. Want to remove the ties, they are all in decay and literally falling apart. I would imagine the ties have been in the soil for about 15 years. Is it safe to use this area as garden? or should I just add topsoil and plant grass? Not sure about contamination from the creosote. thanks!!
