Hi, this is an easy fix! I just go to the vets office and ask to buy one large syringe including needle and explain what I want it for. They aren't expensive. Now having done that just water down your wallpaper glue just enough where you can fill your syringe and can gently push a small amount of glue easily out of the needle. Now all you have to do is push your needle thru the surface of the wall paper in the middle of your bubble at a slight angle deposit a small amount of glue then pull the needle out. Now all you want to do is smooth your bubble out until it's completely gone, take a damp cloth and wash off any glue that squeezed out rinse your cloth and wipe again just to be sure all glue is gone because it will yellow after it dries on top of your paper. To smooth out your bubble once you get the glue inside it you can use either a plastic scrapper, an auto body plastic bondo scrapper, an old credit card, or pretty much anything with a straight edge that won't gouge or tear your wall paper. Once dry your bubbles will be a thing of the past and they won't be coming back. I like to use the premixed wallpaper paste and for your job all you'd need is a small container of it. You can get that at pretty much any hardware store like Lowes, Home Depot, Wal-mart or anywhere else that sells wallpaper. This is really easy to fix and doesn't cost an arm and a leg.
Cut above and below the bubbled section with a utility knife and remove the tape between the cuts. Remove the entire tape if air bubbles are present throughout.
Mix the drywall compound to a creamy consistency. Add water if necessary.
Apply a layer of drywall compound to the joint or the area below the removed tape, slightly wider than the width of the tape.
Cut or tear a piece of drywall tape the required length. Center the tape over the area and place it directly on the drywall compound. Hold the top edge of the tape pull the drywall knife down the tape. Press evenly with slight pressure to embed the tape in the drywall compound and remove any air bubbles. Allow the mud to dry thoroughly before proceeding.
Dip the long edge of an 8-inch drywall trowel in the drywall compound. Apply a thin 1/16-inch layer of drywall compound over the strip of drywall tape. Allow the drywall compound to dry completely and repeat one time.

When using paper tape, I always wet it before applying to the first layer of drywall mud. I have good luck with it embedding into the mud when it is pre- moistened. Then do a second skim coat over that. Let it dry.
