I have purchased rug pads from home stores that are meant for rugs on rugs. They are not the waffle kind used for rug to hardwood but instead they have a very sticky texture to them.
Affix them to the back of your rug and they won't move on your carpeting.
I have rug grips that I bought on Amazon.com that do the trick for me, good luck!
Depending on the size of the rug, use canning-jar rings, the rubber type, and stitch a few onto the back of the rug. It doesn't take long to whip-stitch them on, and if the rug has either a thin "coated" backing or none (such as a rag rug) this will do the trick.
I feel your pain, Pam as I have used EVERYTHING with no success. Even glued a door mat to the bottom. The rubber kind that has nobbies on it, I glued it nobby side down to try and "grip" the carpet and it still moves. It helps but is not the solution. I will follow this discussion to see if anyone has solved this problem. Sorry but the suggestions above have not worked for me.

Have you tried those non-skid pads that go under rugs? Also, those drawer liners work pretty good!
If none of these ideas work, you probably have too small a rug in a too much traffic area. You are setting up yourself or someone else for a fall. I suggest getting a larger or heavier rug and try to anchor at least one part with a piece of furniture. Good luck!
