Sounds like your plant has white fly. Be careful, that will spread to other nearby plants....in desperation, because it is all that I had, I used a light spray, and I mean a really light spray, of Raid Ant Insecticide. I am sure there are other remedies and your homemade spray sounds like it would do the trick but you must spray all of the plant and probably the soil also. Good luck with your plant.
You must re-pot the plant or no matter how much insecticidal spray is used the insects will come back. Any plant insects lay eggs in the soil.
