How about a few large planters with trellises and vines?
I had what I thought was a great idea, but my landlady nixed it. I was going to buy 6' high bamboo screening to make portable fencing (can get at Home Depot for about $25 per 16 feet). Was going to attach it to tall bamboo poles with zip ties or if you'd prefer, something more natural like hemp twine. Then, sink the bamboo poles into a bucket filled with sand or cement, or a couple of those heavy umbrella holders would even work. You can prepare the buckets with PVC pipe embedded in cement or sand so that the bamboo poles can be quickly inserted and removed easily. Not at all sure how this would hold up in a heavy wind, but as it's removable, maybe can be put away if a storm is expected.
Perhaps you could get long pull down shades and attach them to the railings with clamps to use just while you're out there. You might talk to your landlord see if you could put a permanent post in each corner then you could attach a rail across and drop down the curtain whenever you want to use it you could roll it back up then when you're not out there.
Buy a faux leaves privacy fence. Put on the inside of the deck. Put long rectangle box planters with pretty flowers or herb garden. Attach to the railing if you re allowed to.
You could make an outdoor shoji screen with 2x4's in three, four, five, or however many sections and put canvas or the bamboo screens in the middle.
Purchase some burlap fabric and with small nails or thumbtacks, attach them at the top of the window, and cut the fabric the length you want. Wrap 2 pieces of jute twine or ribbon on each panel from top to bottom, and you can manually adjust the faux blinds. Will cost you about $30 max.
And, if the burlap is flimsy at the bottom, get some tacky glue, hot glue or fabric glue and apply it to some loose change and tack to the bottom of the fabric.
If there is a roof over your deck, which I cannot tell from this picture, the idea of hanging sheets, shower curtain or an inexpensive trellis like fencing, might be your best way to go.
You can buy a 70x70 inch room divider for $60 - $70. Try Amazon, Walmart, Overstock, etc. Use it to block your neighbors' view while you are enjoying the deck, then rain threatens, fold it up and bring it inside.
They just said No fencing of any kind. they were often unreasonable.
