Hang Drop Sheets from a frame seems to me the best idea!
You could use trellises. There is a limit on how high a fence can be, but no limit on the height of trellises.
I love lattice for privacy because its light and easy to install.
You can build a frame and attach lattice to it. Then plant a fast growing vine that will climb it.

you could use lattice (in comes in wood or vinyl and in colors) and add a sheer curtain to it with tension rod at the top for privacy
You could plant some pine trees. Pine trees are fast growing and will do the job long term.
