Just rent a buffer with a proper pad you can wiz all the paint right off. We acid stained and then poly coated. Cheap beautiful and all you'll ever have to do is
repoly every few years. We love ours.
You could tile or just blast all the paint off and seal it
Linda: I have the same problem and really want to paint to last. I think J9501b has a great idea which I am going to try out. Another great idea I saw recently on another website was painting your porch to look like carpet. Here is the link:

After sanding down the loose paint, you could use one of the new epoxy garage floor kits.
