You may have aphids. As the aphids suck the sap from the peonies, sugary sap leaks out and attracts ants. I couldn't get rid of the aphids with natural insecticide as the aphids had gotten bad before I realized what was happening. Insecticide will get rid of the ants. Natural or chemical. GOOD LUCK

if u remove the ants the flowers won't open they open them
Try using amdro or an ant bait that you sprinkle around the plant. This will kill them off. If you start seeing them again sprinkle a little more.
