One idea is to use coins as weights. Hot glue them to the topside of the blades so that you can't see them. Knowing which blades need the weights is experimental. Try taping your weights on until you get the correct balance and then glue them on.
I just Googled "How to balance a ceiling fan" and so many items popped up, many had step by step instructions with photos. If you know the manufacturer of your ceiling fan it will be easier to narrow down which will be most helpful for you. Might be something to consider.
I use steel washers as weights (why waste money ). Do as Gail suggests.

Blades come balanced. The first thing to do is turn the fan on low, stand in a corner and look at the end of the blades. When running, the blades should all run in the same track. If you see a dip or rise in the track, then the blades are not in line with each other. This will cause the fan to wobble. If it dips, put 4 fingers on each hand on top of the blade and against the fan and use your thumbs to push up on the metal blade holders until the errant blade(s) are aligned. When a blade is too high, you'll need someone to hold the fan while you pull down on the errant blade holder. I use a pole, stick, etc. and slowly turn the fan by hand to locate the low or high blade.
When the mechanic balances your tires he does not bend your rims. He adds weights,
If the car is out of alignment, the mechanic will not use weights. He will align the suspension.
