Perrinials are planted once and last all seasons to resprout in the spring. Annuals are vegetables or flowers that are reseeded every year. They die out and you replant annuals. Like going to home depot to the garden department every year.
Depends on where you live and what you want to plant. Get to know your zone - chat up the people in local nurseries - they love to give free advice.
google "average last frost date for "x" zip code. That will give you an idea as to when to plant out of doors. I generally wait a week or so after the last average frost date to plant. Iowa...anything can happen in the spring including April snow.
