Not sure but I've heard mothballs work.
Spray your plants with a solution of hot peppers and water. I don't know if it will work but you could try.
I buy cheap pepper and sprinkle around my potted plants and any other plants where I see they are digging. You will have to reapply after the rains have stopped. It also deters dog from using your plants as their bathroom. Animals always sniff before doing their damage. It upsets me to see people walking their dogs on a leash that allow their pets to come to my flower beds by the street to do their job. One lady saw me watching and pulled her dog back. I sprinkle pepper there also.

I have the same problem with feral cats that a neighbor feeds. Removing the mulch and loose debris helped, as they couldn't scratch and bury as easily. Also added rocks along the foundation of our house, one of their favor spots. I then sprinkled hot pepper seeds over the soil. So far, it's worked.
