Send your neighbor a bill for the landscaping.
Mothballs sprinkled all along the edges works well. You can also put ammonia in a squirt gun if you are sitting there and squirt the dogs to dissuade them.
First off dogs should not be loose unless they are in a contained area. Try speaking to your neighbor first. If you're unsucessful, call animal control. I love dogs but not in the garden!
