If they look like black spots it could be black spot caused by fungus. I know of a fungicide called Mancozeb that can be used to treat this disease. Otherwise the spots will go away by the leaves falling off and taking preventative measures to keep the fungus away (ie having roses in a well sunlit area with good circulation, pruning diseased canes, and keeping roses well pruned).

    Good luck!

    I would use a systemic rose control by Bayer.This is a all-in -on-fungus disease,insect,and fertilizer control.

Sounds like black spot. Cut off and destroy any parts of the plant with a high concentration of the spots. Mix milk 50/50 with water and add 1/2 tsp Dawn dish soap. Spray the leaves top and bottom. Should fix your problem.
