Is it too big to repaint? If not, that would be my suggestion. However, if your question is more about overcoming the bad pain job by using visual tricks, I'd use planters and plants! A nice table and chairs with an umbrella. Bright colors will bring the eye away from the concrete patio. I know they sell outdoor rugs in room sizes made of natural fibers that can also serve to cover up the paint job.
    Good luck!

Put down a colorful outdoor carpet.Make colorful planters.lace a gazing ball or a garden structure.Hang a wind chime,Use led or solar lighting through out. This will all draw the negative attention away.
