We are mostly sand, ourselves, so we added a layer of good topsoil, mixed in some with the sand below. This allowed our plants to "adjust to their new environment". Also, can build an above ground garden or large pot planters.
Clay soil will take some time to amend.Use Gypsum.garden soil,peat moss and lime .In the mean time consider container planting with different fillers,thrillers and spillers.
Local landscape supply sell ' garden soil' which is a mixture of top soil, peat moss and sand. This is excellent for starting a garden. If you bring in enough to raise it a couple of inches, would that be enough to change the drainage issue? Also I would till in some compost.

I've done raised beds but need. Large in ground shrubs and trees. Poor drainage
I do a lot of pot gardening since we dont own our home. This allows me to bring stuff in as well as keep plants and bushes longer.n
