had this in my last home, and loved it.

a shelf at the floor, about 8" high, then 2 rods, the lower one left enough room above the shoe shelf to put some boxes or stuff on the shelf.

and a shelf very high, used mostly for seasonal stuff because i needed a ladder to get at it.

I have a wooden crate that I used in this situation in my linen closet. I put it on its side on the top shelf, which gave me another shelf. Taller items go beside it. Once in awhile I have to bring a step stool over to retrieve things that fall behind or get pushed back too far. In my clothes closet, there is a second shelf, which I use for smaller luggage pieces and other travel items. I can usually reach those if I leave a handle or strap facing front.

Is the door high as well. This would open up a few more possibilities. For example, you could install deeper shelves and then put your out-of-season clothing up there. Perhaps in Rubbermaid blue boxes.

I took down the shelf in my closet and added a rod as high up as I could and that's where all my winter coats and clothes go. on a rod below it I put clothes that are needed everyday. below all that I added a shelf for storage and store my shoes under the bed.
