You can use a horticultral oil.
A bug repellent spray for aphids can be made with 1 tbsp. of Castile soap and 1 gallon of water. Garlic and pepper spray repels aphids also. This is safe to use on roses.

mild mixture of dish soap and water will work for aphids
I highly recommend Bayer 3 in 1 granules. This is fertilizes, fungicide and pesticide in one.
Blue Dawn and water will help.
Try neem oil.
