I don't think there is such a thing as cheap stones any more unless you live in an area with a lot of natural rock. My mother used to scavenge them from old houses with stone foundations when they were torn down. But she never actually got enough to finish her project and most of those houses are long gone. After all, it's been over 60 years. As for how to build one, there are plenty of books available and just about any website for home projects will have information.
Visit a local stoneyard, best source for landscape material. Watch a bunch of utube videos. Stonemasonry is an art and takes a bit of patience.

Rocks, are entirely another matter. You can try and purchase some from local places, where you reside.
If I were looking for large rocks, I would ask everyone that I know to help me!!!

Look on free cycle and Craigslist for stone . Sometimes I see people giving it away if you go pick it up .
My dad always goes to nearby rivers to collect "river rocks". He used them to edge his flower beds. Plus they were free, lol.
