You could visit a tile store or a salvage yard and see if there are pretty folk-design tiles that would fit. One tile wouldn't be very expensive.

Put a tile in it with your or another house door number?
I thought of it being a sign for the front of house with number on or a phrase like " there ain't nobody here but us chickens" or "welcome to the roost." You vould hang it against a wall or somehow attach a post to it for in a plant pot.

It could be used to hang up with your own special trinkets,chimes for decoration outdoors. The holes at each corner winked at me.
You could paint or print a nice message on wood, cut to fit the square, and then use the piece as mantle decor...kinda like a frame.
Other than the options suggested above, you can use it putting around a switch board. I too have done the same way!
Or can hang a small planter in center of the frame!
Affix a small wooden piece which fits in, use it for hanging keys.
It looks as though it only has corner posts so you could get a pretty linen tea towel and hang it beside the sink in the kitchen with a tea towel draped through the middle hanging on the bottom cross piece.

How about this one? Set it in the middle of your kitchen table and inside it, set your salt, pepper and toothpicks?? Maybe turn it in to a lazy susan?? It surely wasn't a waste of money, it has a home for something!!

my first thought was to cut a piece of wood or old picture frame backing and paint the board with chalk board paint, this way you can change the saying or quote when your mood changes.
You could make stained glass design and hang or place in garden area.
There are lots of ideas online and library.
I would make it into a wind chime and hang it on a small shepards hook in my flower bed, or make a small weather vane out of it and mount it on a fence post or on a small shed.
It REALLY looks like a MIRROR that you would place just before you walk out the door.....to see if makeup, lipstick is ok.....
You could add some chicken wire fence to the back if it and make it into a cute note holder with a clothespin to hold the note in place.

I think it would make a terrific clock. Buy one to fit, even if it is round. Cute to put into a guest bedroom.
It would make a great kitchen clock! You can get the mechanism at any craft store. Mount it on a piece of painted/decorated wood and frame it out with your rooster trivet. So cute!
Embroider your initial or quilt a small pattern, hank on door as a door knocker.

I read all of the comments that is on here so far & I too had many of them thoughts. I also clicked on the eBay link that Attaway put in their comment.
I don't know your personality, taste or what your home or yard looks like. So I am going to add to some of the other comments & add a few more of my ideas.
You could make it look like the eBay one; Add a tile of your color & texture & add almost any thing you like (even a picture out of a magazine & laminate it on the tile; Use it as a coaster; Drill small holes: one in the center of the square & three to five at the bottom of the square & add something that you think would look good in the center & either the metal poles (like on the bottom of most wind-chimes) or more of what you put in the middle & a glass or metal ball in the center to make the others chime & best if you use fishing string to hang them. Best if all is a metal except the ball, either glass, metal or even wooden.
My other ideas: Get a piece of glass to fit into the square & turn it into a picture frame & use a piece of cardboard to hold the picture in. Even if it is a person or a picture you really love.
You could put a tile in it that goes good with the rooster & your kitchen & use it as a hot plate to save your counters & as a decoration in your kitchen when not using.
After writing all of this I forgotten my other thoughts, but if you still haven't decided what to do with it, I will share the rest of my ideas when I remember them.

you can make a photo frame, door stopper, put a backing on it and paint it with chalkboard paint and make a message board, endless possibilities.
My idea is easiest...if you don't like the color...spray paint it...it can hold a pot/pan as a hot plate on a table or just hang it with other items on a gallery wall as is.

You could put it over a peephole on the inside of your front door just to highlight the people or you could put a tile in it and make it into a trivet again.
I have had an identical blue rooster trivet for many, many years. See the photo.
Paint a tile with chalkboard paint, put it in the plaque and use it as a menu board for meals.
Put a piece of wood cut to size, paint the wood with chalk board paint and write "Welcome Home" or Mana's Kitchen, etc. on it. Hang it in the kitchen.
Use stuffing and burlap for the middle and use as a small memo board and bend an old key or add a hook up front for hanging. You can also repaint it. :-)
