Get a granite covering for the sill.
Here's an idea. Make a decorative cover for the sill and use sticky back Velcro to keep the cover in place. That way when your little pup jumps up there his nails will lay on the cover instead of the sill.
Do you own your home/window sills?
Cover the window sills with white Contact paper, two layers. It can be removed if the pup grows out of it. Put firm small cushions on the floor in front of the sills so he can see out. If the cushions don't keep the paws off the sold, put the right size step stools in front of the windows. He can see, but can't actually touch the sills. Best wishes 😇

I had the same problem with my dogs ..ended up putting ArtScape window films..(GORGEOUS BY THE WAY )..on the bottom half of the window so they can't see out. It is opague.
Now? They run out the dogdoor and peek through fence :)
I protect my furniture as well, with a layer of the heavier clear vinyl. It sticks to most surfaces and removes just by lifting up, no left over residue. Heavy enough to withstand pets, kids and husbands. It may turn yellow over time from sun exposure. It is fairly inexpensive, found at craft or hardware stores.
