I Agree it's Periwinkle. It comes in a variety of colors and loves lots of sun. Does very good here in Georgia.
Looks like vinca, also called perriwinkle. Mine in coastal NC reseaded themselves and popped back up midsummer after dying off for the winter. It could also be mandevilla which is a tender annual except in the deep south of Florida or other similar climate.
