I'm sure you could paint it with an exterior paint, however I use satin on anything concrete. It will stay on for many years.
use a bonding primer and then paint with concrete and garage floor paint
Undercoat or Two coats of Masonry Paint

I have painted cement with a thinned acrylic paint, I would assume it would work on blocks. thinned paint looks better than thick, and much easier to apply. Just add water until it is quite thin, and use a big brush. Try it on one side to test. The thin paint works like stain as concrete is porous. Good luck.
