You need to address the rodent situation first as gross as it is.Either have some one place traps or poison or you will have to address it.Once that is complete then look into the insulation
First you have to get rid of the rats, call an exterminator. At this point you may have to replace the insulation, or at least some of it. Then you can properly screen off all openings yet provide proper air flow.
First I would kill the rats, I like Tom Kat rat poison in the little baggies cause you don't touch the poison, they eat into the bag and die. You could spray the underside with peppermint oil they hate, you can sprinkle pepper in the rat areas or bay leaf.

I agree with all the above. You have to address the rat problem first. You don't want them breeding in the insulation. Once you are sure they are gone, then you can address the insulation and skirting issue. Wishing you all the best.
I go further and to say this home is not safe to live in. The city, county or state may help you relocate and condemn this property. It is unhealthy and a hazard. I would also say if you are renting the space, the property owner may be liable. Contact a good attorney they would love this one, maybe as a class action suit!

put rat traps out - when they are no longer catching anything - - tack it up - could put some chicken wire top of the - pillowing insulation
Google (how to get rid of rats). Then when that is solved, you can put some plywood, or go to Homedepot or Lowe's and ask what type of lumber light weight, will give you a bit mare insulation. Good Luck!
