How cold does it get where you live? The problem with planting perennials in hanging baskets is that the roots freeze much more easily in a basket than they would if the plant was in the ground. Hardy fuchsia and evergreen candytuft may be two possibilities. The candytuft has the added benefit of being deer resistant.
How about succulents instead? I, prsonally, have not had any luck with perennials in hanging baskets. I have a couple with succulents that look great year round. Then for spring, summer, early fall, I use whatever cheap annuals are on sale for a pop of color.

perennials are not really meant for hangings baskets.I would consider seasonal change out of annuals based on your location

If you are placing the baskets in the shade, you can use Fuchsia (perennial) and for a fill in and lots of draping add a sweet potato vine (annual). If you are placing the basket in the sun, you can use petunias (annual, unless you can find the old time petunias). The petunias will require daily watering and deadheading. If you use Miracle Grow once a week they will grow and bloom beautifully. Happy hanging!
