Use them for perennial plant cages. If you need a shorter one just snip the legs above the bottom ring on the tomato cage. Many perennials needs some support.

If you are talking about small tomato cages, I've seen people turn them into small Christmas trees with outdoor lights and just stick down into ground. With strong hands, heavy gloves and pliers bend the "stand" legs upward weave into base, then continue to roll upward all around to make a heavy duty wreath. If turning upward is to much of a chore, flatten then roll and form wreath; or leave in that long straight shape for a swag; cut with metal cutters some of wire turn upwards. At this point you can spray paint with a rust proof spray, let throughly dry and add real fir, pine, or fake and put apples, oranges and other fruits on picks. Hang on front door or inside. (Dont let people eat fruit give to the birds.) JustMe ☺
