I guess you could use it for decorative purposes in a garden. Plant climbing vines around it and put a potted plant on the seat.
Why not put it up for sale, or donate it to someone in need. These are in more demand than you might imagine.
Hello. It might be more valuable to put it on Facebook marketplace or craigslist to sell to serve someone in need.
Donate it! There is so much need in our country! ...that's the best "repurpose" of all!
You could make a cart out of it for the yard

Do you have any photo's as there are many kinds and makes? It would be easier than just guessing to be able to answer.
you could always sell it for a good price to someone who may be in need or donate it and take a tax deduction - you could tell them one wheel isn't stable- there are places that will repair equipment to donate to those in need
I have seen them turned into Wheel barrels.
You never know when you may need it again. Even for a short stint of a injury.
I wish I knew how to do that. It has a weak metal part that holds a wheel, therefore making it unsafe for my husband. Of course, I would never donate it because of that. I bought my husband a new wheelchair.

She has already said several times that the wheelchair is no longer mechanically safe to be used by a person.

Have you tried to contact the company you bought the chair from, as it may be possible to have it repaired or refurbished or used as in part exchange.
If that is not possible maybe a new frame could be made to transform it into a chair for the garden etc.
If that is not possible maybe you could sell it for parts or dismantle it and re use some of the bits for other things eg: Wheels for a go-cart etc.
