I am unclear as to what to do with this part of my house, "The Breakfast Nook".

It uses a cork rather than a button, but the cork is used much like a toggle, so it might be what you were thinking of.
I just put them in a toilet paper roll.
The elastic cording would be like a pony tail hair tie.
If you can't find the one your looking for, might be able to use Hair Bobbles?

I use tooilet paper roles for the smaller cords and larger paper towel roles for the larger /longer cords.
That's it! As soon as I saw the cork, I remembered where I had seen it! Thank you!
