Shop your own house first and reuse things you probably forgot about. Change the comforter or add new pillows and a throw. Make some new DIY artwork, add a rug or two, makeover a lamp. And shop second hand stores first before moving on to full price retail. Try Home Goods, Steinmart,T J Maxx, Marshall's, Ross too for accent pieces.
Add curtains or get new ones, and make sure you hang them all the way up to the ceiling and let them hang down to the floor even if the window is super small.

Paint is one of the easiest and cheapest ways to change the look of a room. Change to a brighter color, darker color, etc to get the look you like. Also, add new throw pillows and accessories to add a pop of color or contrast. You can make throw pillows fairly easily at home and save money on the cost. Maybe some new artwork for the walls? A before photo would be great! Aside from that, I find that going through and downsizing - clothes and things that I don't need - every now and then gives a clean, fresh look.
