I had a velvet, supposedly tarnish-free fabric lined silverware box and I tried and tried to get the mildew/yuck smell out. I 'd put it in the sun and it seemed okay, but anytime I'd close it up for a while, it'd get musty again. Since the cloth was a bit worn, I decided to tear it out and see if I couldn't re-fit it. Well, under that 'nice' cloth was cheap and crumbling cardboard, and all of the smell was in it! Some of the smell had transferred to the wood and fabric, so the only real fix was sanding/painting the inside of the box, and now I'm focused on finding a good replacement fabric. The shapes that held the silver ware in turned out to be just slotted wood blocks, that were covered in the fabric and it was glued and nailed into the box through the bottom. It's actually just fine as a box now, but I still have the goal of re-lining it. IF I hadn't ripped out the fabric, I would have never found the source of the smell, esp since cardboard isn't even archival and holds damp!

Soak in vinegar! Then rinse well. . let dry!
If you do not want to take it out try charcoal.
