If they are still level and haven't shifted or any thing, you should be able to lift them up and put down a new one.
It's possible some of the moisture might be coming from underneath the brick. Do you know if there was a moisture barrier installed? If not, the fix you have in mind will work, but you might have it happen again. I'm sure you don't want to rip up your entire patio and start over so I'd do exactly what you posted and hope for the best. There may be a brick installer who knows more than I do about this and if so you should probably take their advice, but from where I stand having to do this occasionally is a lot better then taking the time and money to rip it up if you're not sure. A more experienced hometalker might have some other ideas. If so, I hope they post them.
