Kilz or Zinsser products, both have a full line of excellent products specifically for this purpose. Ant home improvement, hardware or paint store will have everything you need.
I am curious if the Flex Seal paint would be a good choice for the basement wall. We had a waterproofing system installed inside a couple of years ago & it has worked really well. But the corner where all the trouble originated still has really damp walls--I already know that the dry loc paint didn't do the trick--a former owner tried that & it is still flaking off.
