One side got the sun an ripened.......
Green and red bell peppers are the same. Green peppers will eventually turn red if they are allowed to ripen on the plant. You've captured one that is only half ripe; if you had left it to grow it would eventually become all red.
Like Bonnie said, the pepper would turn red if you left it longer. Other types turn other colours.
p.s. If you want green only, look for Permagreen or Stays green.
