Try CLR, I have had good success with it.
CLR, naval jelly, 000 steel wool, liquid wrench.
after you get the rust off...you need to use a rust inhibiting primer. and a coat or 2 of paint.
Clean rust off with a wire brush and/or sandpaper. I like Rustoleum primer and Rustoleum spray paint.
I have had good results with the CLR too. If you do repaint them, I recommend using Rustoleum paint. Wishing you well.
