Pretty shrubs can be bought cheap and will have 2 years to fill in. Plants in nice pots will pop.

Paint the concrete steps with a quality concrete paint in a color that goes well with the rest of your house. It's amazing what concrete paint can do!!
Scrub the steps well with a suitable cement cleaner, or use a product like Wet&Forget if the steps have algae/moss darkening them. Start now to be on the lookout for pretty planter pots suitable for the space, and at a budget price. When you're ready to sell, you can fill with soil and plants suitable for the season, and put them where they look good, but aren't a tripping hazard for prospective buyers. If you have railings, polish or paint them.
Clean the steps, front door and walkway. Purchase 2 planters and flowers that will enhance the curb apeal. Also try adding pine straw or rich dark mulch around your shrubs it you have any. Painting the trim or door, make sure the door is in great shape!
I have seen people who have ugly concrete steps - build wood steps over them. Just make sure if you do anything structural that you are keeping within the building code.
